Start at the Dol Amroth signpost.
Find some way of getting the keyring from the guard. You may be able to find something that reaches by searching your cell carefully.
First, you're going to have to get yourself arrested. You can do this by dropping below 50 health in a fight with any of the guards here. Now you should be in A jail cell.

Unfortunately, there is now no option but to wait for about 15 minutes (or you can have a friend come and back you out, however you won't get the quest point for that). When the time is up you will see The guard stretches and scratches his armpit. 'Gotta go check the...' He pauses, 'storage. Can't let thieves get away with raiding the larder.' He chuckles and places the keyring on a peg on the wall, in plain view, and leaves..
Now you can escape.
