Find a way into Vermonts house, then find the two halves of the combination to the safe. Once you have these find the safe and break into it.
First you are going to need to get the first half of the combination to the safe.

Dornegil, an unsavory looking character will give you half of the combination to the safe for a cost of 50 gold.

Vermonts house is to the north, but it is locked. You can unlock it in several ways.
First, Vermont, a proud Gondorian citizen has A key of gold which will unlock the door. You can find him in the streets.

Now you can either kill him or steal the key from him to get A key of gold.

If you do not wish to kill Vermont or kill him you can also bash or pick the door.
do unlock north door with gold key,bash north door,pick north door
Once the door is open.
do n,e,s,kill hound
When A baying hound is dead.
kill hound
When both A baying hound are dead.
do l inside kennel,get tag
This will give you A dog collar with a tag.
do n,u,w,move bed
Now making sure you have the dog tag in your hands.
do enter combination,spring trap,empty safe
You will get your reward and the bow and quiver will be on the ground.
