Speak to the King to join the Army of Dale as it sallies forth.

Find and talk to King Brand. Then meet the army outside Dale and follow them to find your reward.
This quest used to be part of White Towers: FR Lvl 10 Quest but was changed and has now been placed back in the game as a standard quest.
A long black arrow may not actually be unique but cannot be placed in a strongbox.

If the quest is out you will see A guard from the other side of the door frowns bitterly at you and says: The King is currently attending to other matters. The guard thinks for a moment, then out of spite decides to say with a grin: Frankly much more important than you! He slams the door closed before you can respond..
If the quest is in you will be in The throneroom. Wait until King Brand is overseeing the defensive effort comes in and asks you for your name King Brand says: Ah, I see we haven't met yet, let me introduce myself, I am King Brand of Dale, and you are...who?.

Now you will need to wait a minute or two (you can say other things to the king and he will respond to some of them. After a while you will see King Brand says: The attack grows fiercer. Now you will have to wait a few more minutes until The great army of Dale enters. You can now follow them as they slowly head through the battleground. They will take the following route, however you should wait for them to move before doing each direction individually.

Eventually you will be in A torn battle ground where you will see a short scene and eventually both King Brand and King Dain will die. You will get your quest point and can collect your reward from the corpse of king Brand.

You now have two ways of leaving. You can either head north to get to the wall of Erebor.

You can also head back south through the battleground to get back to Dale signpost.
