Find a willow stick in the Old Forest near Tom Bombadils house and then carve it into a whistle.
A willow whistle is a purely cosmetic item with one small feature. You can blow the whistle and everyone in the surrounding area will hear it.

After a while the whistle will dry out and become An old dry willow whistle and can no longer be blown.
You will need a knife in order to complete this quest. First you will need to complete Old Forest: Westernesse Sword (At least up to the part where you can pass the birds), then return to the quest start.

This will give you A willow stick.
