Catch an Orc courier delivering messages around Arda.

He could be anywhere, you're going to have to pick a place to head him off.
The best way to complete this quest is to have someone complete Barad-dur: Milentije's Pack and wait somewhere you know the courier will pass. If the sword (and therefore quest) is in, once this quest is completed you will see Milentije summons a courier, then hands him a pack of messages..
A wiry Orc courier trots past you follows a set path around Arda visiting various evil locations in order before returning to Barad-Dur. Some of the places he visits are (he follows a set path between these rooms and will take roughly 10 minutes to complete a full circuit).
Before the gate of the Tower of Barad-dur
If you simply want the fastest method of getting to him (and don't care about the danger) you can kill him 2 north from the room Colonel Milentije is in (An officer's office).
If you would like somewhere slightly safer you can wait 5n from the gates of Mordor (At the gate) in The Southward Road.
You should set a trigger to attack the courier as soon as you see him.
