Find a way to help out Ingbor'tani by getting a message from Tezar'tani in Jaffer'tanis house.
First, go and get a staff. The easiest way to get one is to head directly south from Telshar signpost until you hit the Eastern Forest, then in each room (once per room, do the following.
forage staff
Once you have a staff head back to Telshar signpost.
Now complete Telshar: Jaffer's House Entry. Once you have gained entrance.

Tezar'tani the apprentice necromancer will thank you and give you a note to give to Ingbor'tani, a crippled haradrim.

He will thank you and give you the lance.
